World leaders are gathered in Glasgow for the 26th UN Climate Conference (COP26) to negotiate the rules over the operationalisation of the Paris Agreement and set the stage for the political process that should lead to ambitious emissions reductions targets by 2030 aligned with the objective of reaching net-zero emissions by 2050. The issues at stake at COP26 are numerous: how to monitor the implementation of the Nationally Determined Contributions (NDCs), how to measure emissions transparently, how to finance climate actions, and how to define the rules for the functioning of international cooperation mechanisms under article 6.

Can leaders at COP26 reach an agreement that keeps the 1.5°C temperature increase goal alive? How to improve the UN climate regime to make it more effective for vulnerable countries? What could be the potential effects of the adoption of Carbon Border Adjustment Mechanisms?
